Status of Provincial Feed-in Tariff Programs

So far Ontario and Nova Scotia are the only provinces that have FIT legislation and an operating program. New Brunswick has a special tariff for renewable power projects but it is not a true feed-in tariff as it is not based on providing a reasonable rate of return for investors. British Columbia held a consultation on a limited FIT legislation in 2011 but has not yet decided to move ahead with it. In Saskatchewan, a comprehensive study on renewable energy policy was recently completed.

Status of Provincial Solar Water Heating Programs

Nova Scotia will become the first province to see the financing of solar water heating using the municipal property tax system. The Halifax Regional Municipality is planning to provide homeowners with financing over a long enough term so that annual payments are less than the savings acheived – a pay as you save approach. Because the financing is secured through a lien on the property, both the cost and benefit can be passed on to the next owner when the property is sold.
